It took me 17 on my warlock to get necrotic grip but I got icefall mantle on my 4th run as Titan. It's just RNG and Legend Lost Sectors do not have a good drop rate. Sometimes I get the exotic after 1-2 runs, sometimes it’s 12-15. I’ve heard of clanmates with 30+ run dry spells. That said being careful usually gets you through easier and with more insurance than assuming you'll win and playing recklessly. Legends will be easier, Masters have a better "chance" at a drop. You have to weigh time vs reward. If it takes 2-3 times longer to run a Master over a Legend and or you have a higher chance of failure, just run the Legend.
