You'd need to get level 100 in the desired skill tree and then make it legendary to retrieve your perk points again. Once you beat the boss of the Dragonborn DLC you get a chance to reset skills and get the perk points back. Or just level that stat up to 100 and make it legendary. Or just load an earlier save..
